Registration of Individual Business Development Service Providers Roster

The Palestinian Ministry of National Economy (MoNE), the contracting authority, in partnership with Federation of Palestinian Chambers of Commerce, Industry and Agriculture (FPCCIA) has received financing from the French Development Agency (AFD) to implement the Private Sector Development Cluster Project “PSDCP” in West Bank and Gaza (2012-2016). A Project Operational Unit (OU) has been established in the FPCCIA with a team of international and local experts to support Project implementation.

The objective of the PSD cluster project is to strengthen the competitiveness of the local companies, and especially MSMEs, in order to increase their local market share and/or explore new markets for export through (1) support to the structuration of productive sectors/sub-sectors with high potential by the creation of linkages between the stakeholders of a same value chain on a defined territory through the cluster approach and (2) improvement of public-private dialogue.

The project is implemented in full partnership between the public and private sectors.  The FPCCIA, through hosting the Operation Unit of the Project, will lead the implementation of the first and second components regarding the development and animation of clusters to support the clusters’ collective projects. A team from the Ministry of National Economy will lead the implementation of the third component in relation to policies, capitalization, and dialogue.

The project will utilize international expertise supported by local expertise in an aim to ensure effective knowledge transfer and provide for the success of the project within the Palestinian economic context.

The chosen clusters that the project will work with are:

  • Furniture Cluster in Salfit.
  • Stone & Marble Cluster in North Hebron and Bethlehem.
  • Leather and Shoes Cluster in Hebron.
  • Date Palm Trees in Gaza
  • Tourism & creative Arts Cluster in Jerusalem.

The Project’s Operational unit makes this call to appoint a number of suitably qualified experts onto the project’s roster so they can be called to work within the project. Experts who have expertise in the following areas are encouraged to submit an application to the operational unit.

  1. Business development skills.
  2. Process development skills.
  3. Cluster (Sector) specific skills.
  4. Policy and Public Private Dialogue.

Interested experts are hereby invited to submit an application that can be downloaded from the PSDCP’s Web site (www.pal-cluster.ps). Applications should be submitted electronically at [email protected], the closing date Monday November the 4th, 2013.

Following this invitation for Applications, shortlisted experts will be invited for an interview and an orientation workshop about the project and the cluster approach.
